Urodzony w 1950 roku Rainer Hartlep spędził młodość w Berlinie. Jako Inżynier telekomunikacji, założył firmę TELERAT w 1980 roku. W 1985 r. stworzył multimedialny program nauczania dla pracowników poczty niemieckiej. Zdobył wiele doświadczeń jako kierownik projektów związanych z wprowadzaniem e-learningu w dużych firmach i organizacjach. W 1999 r. rozpoczął współpracę z firmą Questionmark i został ekspertem w testowaniu oraz certyfikowaniu online. Jest wiceprezydentem the German Association for Vocational Training.

Born in 1950 Rainer Hartlep spent his youth in Berlin and studied Telecommunication Engineering at the Technical University. After working as an Academic Assistant at the Institute for Telecommunications he founded the company TELERAT in 1980 to offer consultancy and training for telecommunication systems and services. In 1983 TELERAT created the first learning program with video, interactivity and remote actualization for the German Post. Starting with this project Rainer Hartlep concentrated his work on technology based learning. He published articles and reported on conferences about his work as a consultant for and a developer of modern training systems and programs. After starting cooperation with the London based Company Questionmark in 1999 his company TELERAT offers the assessment management system Perception together with consultancy, training and support in the German speaking countries and Poland. The customers benefit from more than ten years experience in the field of online examinations, tests and surveys.
